S. R. Finley
EPB’s first employee, S. R. Finley, threw the switch that opened the Riverside Substation in January 1939, signaling the beginning of EPB’s power distribution.
Shown here at his retirement ceremony in September 1963, Finley is presented with the first residential power meter installed by EPB.
Finley’s leadership did not end with retirement. He became Chairman of the Board of EPB that same year.

February 1972 — New Substation and Underground Department Building. Decades later it would become EPB’s Network Operations Center.
